I found something from internet about making brackish water using marine aquarium salt. Here it goes:

Please do not let anyone tell you to use table salt for brackish or salt water mixing. Anyone who gives this advice is wrong. You need to use salt that is specific to mixing salt and brackish water such as instant ocean, reef crystals, Oceanic, or the like. Even the Petco brand would work for brackish water.

A good starting point to make brackish water is one cup of salt per 5 gallons of water. Or you could look on the packaging of the salt mix you chose to buy. It will give you the amount you need to mix to make SALTwater. To obtain a good starting point of BRACKISH water, cut the quantity of salt in the salt-to-water ratio that is on the saltwater packaging/bucket exactly in half which will give you a salinity/specific gravity of around 1.012

Keep in mind that brackish water animals frequently move to various salinities in their natural environment and therefore when you do a water change, if the salinity fluctuates not more than .06 it is nothing to be concerned about and that they actually like it.

yes, the correct way is to use marine salt and not other form of salt. If to keep Hawaiian shrimp, use 3 part of freshwater to 1 part of seawater.

a tool may of your interest if you are using salt mix with water.

Depends on the ideal conditions for your fish. As in the salinity. You need a hydrometer and use marine salt. Eg. Instant ocean brand
Note that for a small tank, evaporation will affect the salinity quite a lot.
