In my opinion, shrimps sometimes tend to venture around just to look for good hiding place, including the filters, so that they can rest. I noticed that you don't have fan or chiller, are you keeping them in an aircon room?

Shrimp climb again on the 260 l/h filter and the new born shrimp.

Might be due to the lower temp water that flow out from your filter....
