The current in your tank looks pretty strong bro thats why the puffer is flapping her fins like crazy just to move forward. You might want to reduce the flowrate by a little. And does she open up her tail fins? locking up the tail fins like this is not a good sign, its also an indication of stress. Just a side note, your payaras looks like they have been banging the walls of the tank pretty often..you might want to consider getting a bigger tank in future.

Very seldom open up her tail.. Yea I got a 6 feet waiting for her .. Can't put in cause I'm afraid my other fish will bite or eat her up.. Yea I notice my payaras snout .. When I got them already like this >.< i been waiting for quite sometime for it to heal up all the snouts already ..

No bro.. Another 6 ft my gf will kill me .. Haha I mean the puffer too small for my 6 ft comm at the moment .. Currently housing her in 3 feet haha

oh icic, they are slighlty lighter in color.

btw c328 got one with a pale color...but maybe not as white as that.

I believe that the "white" congo could be due to the living enviroment of the the puffer. I personally find they are great camo artist....
