Obviously something is bringing up the pH, if there are no rocks in the tank and no other gravel/substrate but ADA soil, then the only possibility from all the items you listed in your tank, its only the ceramic rings.

But let me reiterate again, having a high pH has no problems for fishes and the plants.

If u put some of the ceramic rings in a small pail of tap water and test the ph

Yeah, that's one way, take an amount of the ceramic rings out and put them into a pool of water. Measure the pH before putting in the rings and measure again after putting the rings.

I personally don't like to respond in shrimp posts but I'll tell you this, many (not all) commercial pH down products will create sodium or phosphate byproducts from the reductin of pH and it can be an issue, in terms of algae, or critter health.
