If I set up a new shrimp tank, and i make use of feeding grd(dish plate) and i feed only the amount that my shrimp can finish within 2hrs, Can i say that chances of my tank not having planaria is high if not planaria is reduced to minimum?

Haha I'm really not sure about the plate idea leh.

Maybe I'm just not getting it but wouldn't the planaria just crawl onto the plate

like bro silane mention before.. It not about setting up a new tank.. Is wad u add into the tank that bring along the flat worm.. eg. Plant or use aquatic stuff.. So setting up a new tank will not reduce the chance of flatworm if u dun clean the stuff u intro into the tank properly..
