the easier way out to the problem is to have a moving water surface that is not stagnant. this way the surface scum will not have a chance to form.

Alternative is to get a single molly fish. Mollies will eat up the flim of oil which is actually protein for them if I remember correctly. I have 2 tubs of java moss which developed a film of oil too and I picked 2 molly fries to place into the tubs. The oil disappeared in 2 days.
Of course if you are breeding shrimps....then that might be a problem since the mollies will eat baby shrimps... |

i got similar problem last time too,but after i add in a sponge filter in it the problem solve..

Sorry i know this is old thread but i need to share, i used surface skimmer and it ended up causing my shrimps to enter the filter. The floating part allowed loophole for shrimps to enter.. Plus it doesnt work well. Still got oil film...
