Default Water and shrimp deaths...

My little home tank's shrimps are dying off and the CRS are losing their whites. I got myself a tetra test kit yesterday and checked the water parameters.

Found that NO3 (nitrate) level is in the high zone, plus the GH value was also quite high. What can I do to lower these two values?
